1. Who are Wain Homes Ltd?
Wain Homes is an experienced housebuilder, with more than 50 years of experience creating communities across the South West, North West and West Midlands. About the Proposals
2. Where is the site?
The site is located off Claverham Road, on the southern edge of Claverham village. The B3133 runs through Claverham connecting the development to Yatton to the north and Congresbury to the South. Agricultural fields bound the site to the west, north and east, with existing residential properties abutting the site to the south.
3. Why are you seeking to develop this site?
There is currently a significant need for new homes nationally, as well as more locally across North Somerset. In the emerging pre-submission Local Plan 2040, North Somerset Council is anticipating a provision will be made for at least 14,902 homes between 2025-2040, with an annual target of 993. Currently, North Somerset Council can only demonstrate approximately 2.94 years of housing land supply, meaning there is an increasing need for sustainable and deliverable housing sites to help address the shortfall and meet local housing needs. The proposals present an opportunity to help meet part of this requirement by delivering up to 130 new homes, 30% of which would be provided as affordable housing, on a site that is sustainably located, and is not subject to any planning restrictions. In addition to helping meet the demand for new homes locally and increasing opportunities for home ownership, the proposal would also provide employment opportunities and help to maintain the overall sustainability of services in the area.
4. What do the proposals include?
We are looking to bring forward a full planning application for up to 130 homes, including 30% affordable homes and a diverse mix of property sizes. The proposals incorporate a significant amount of enhanced green space, with new planting, an orchard and wetland features.
5. What percentage of the proposed development will be affordable housing?
The development will comprise 30% affordable housing. This means that there is potential for this development to deliver up to 39 new affordable homes, helping to make a real contribution to alleviating pressure on the council’s housing waiting list whilst also creating opportunities for young people and families to get on the housing ladder.
6. Will the housing be sustainable and green, and if so, how?
Wain Homes is committed to sustainability, focusing on minimising carbon use through development and ongoing operations. Over half the site will be preserved as green space, meaning that the proposals will deliver a sustainable development with homes featuring a range of energy efficiency and renewable energy generation measures. We have also committed to at least 10% biodiversity improvement across the site as a result of the development.
8. What benefits will additional housing bring to Yatton?
The proposed development aligns with North Somerset Council’s plan for strategic growth in the coming years and will play a role in meeting the growing demand for housing in North Somerset, ensuring that local people have access to high-quality homes. It will also bring broader benefits to the area by attracting new residents and increasing local footfall and spending. This will help secure the long-term viability of local services and amenities, boosting the local economy, supporting existing businesses, and sustaining vital services such as public transport, shops, schools, and GPs.
9. How will you ensure that homes are in keeping with the design of the local area?
The project will be integrated into the local landscape through targeted planting and nature enhancements to both screen the development from the local road network and to provide privacy for residents. The proposals have been designed to blend sensitively into the local landscape and existing context. The access off Claverham Road will also be thoughtfully designed to integrate sensitively with the existing houses nearby.
Traffic, Access, and Highways
10. How will traffic access the site?
Primary vehicle access to the site is proposed to be off Claverham Road, with additional provisions for multiple pedestrian and cycle access points around and through the site.
11. What impact will the proposals have on traffic, congestion, and the local road network?
This is a key consideration for us as we develop our proposals. We recognise that there may be concern about the traffic impact that the new development might have on the local road network at certain times of the day. As part of our application we will be preparing a comprehensive Transport Assessment which will look at the number of trips which would be likely to be generated by the development and the impact that this would have on the local highways network. Where required, we will be proposing measures to help mitigate any impacts, and to ensure that our new development would not have any undue detrimental impact on the surrounding roads. These measures include a Framework Travel Plan which will encourage and enable sustainable travel to and from the development, with the aim of reducing single occupancy car trips.
12. What mitigations will be in place to ensure that construction traffic is managed in a way that is as non-disruptive as possible?
As part of our planning application, we will agree a Construction Traffic Management Plan (CTMP) with North Somerset Council. This document will set out traffic management procedures for the duration of the construction period, including strict guidelines for contractors to ensure that disruption to local residents is kept to a minimum. The CTMP will also set out the number and type of construction vehicles expected throughout the construction period, as well as the designated construction routes. Compliance with the CTMP is a pre-requisite for all contractors working on our sites.
13. When do you expect construction to begin and complete?
If planning permission is granted, it is estimated that construction will begin in 2027 (subject to an approval in 2026) and take approximately 3 years to complete.
14. Are residents going to have sufficient access to local amenities?
The proposed development is located within close reach of a range of local amenities, including Yatton Church of England Primary School, St Mary’s Church, and local shops and services in Yatton village centre. The scheme has been designed to retain and enhance areas of open green space, ensuring recreational opportunities remain available for existing and future residents of Claverham.
In addition, the project will include measures to promote sustainable travel, with improved pedestrian and cycle connections forming part of the proposals in line with its status as a sustainable development.
The B3133 provides direct access to Yatton and Congresbury, while Yatton railway station offers frequent services to Bristol, Weston-super-Mare, and beyond. Local bus routes also serve the village, most notably the X11 which runs between Weston-super-Mare and Clevedon and services Claverham, Yatton and Congresbury, with a bus stop in close proximity to the access point on Claverham Road. Additionally, the X1 and A3 both pass through local village Congresbury and serve Weston-super-Mare, Bristol and Bristol Airport.
The proposals will also contribute towards local infrastructure and community services, with funding secured through the planning process to support the wider North Somerset community.
Environmental benefits
15. What biodiversity enhancements are proposed?
The proposed development is designed to retain as many existing trees and hedgerows as possible and will deliver several biodiversity enhancements and new habitats. These enhancements will contribute to a minimum 10% Biodiversity Net Gain as per statutory requirements – this means that, once complete, through careful planting and management, the site will see a 10% improvement (as a minimum) in its biodiversity, compared to its current condition. This is something we are excited to deliver as it aligns with our broader company goals and objectives, and it will be strictly assessed and confirmed as part of the planning process.
16. Will the new homes cause drainage and flooding issues?
As part of the planning requirements, the proposals will include a sustainable drainage design to ensure that surface water is controlled and routed appropriately, commonly known as Sustainable Drainage Systems (SuDS). The design allows for a 1-in-100-year weather event and anticipates a 40% increase in rainfall owing to the effects of climate change, thereby securing sustainable drainage for decades to come.
As a result, it is likely that flood risk and drainage will be improved as a result of the development of this site, compared to if it was left in its current condition.

18. How will the existing houses along Claverham Road be affected?
We fully appreciate that we are proposing a new development close to existing houses along Claverham Road. Whilst we appreciate we will be altering certain aspects of their current outlook behind these houses, we are committed to ensuring that we carefully consider the amenity of these neighbouring homes in the development of our designs, and also during the construction period. 19. Who will decide whether permission should be granted, and when do you expect to have a decision?
A full planning application will be submitted to North Somerset Council in late 2025, with a decision expected shortly after.
